Fifthly, become a minister who is in charge of the lands, properties and development.

Sixthly, start buying cheap lands.

Seventhly, discuss with a group of locals about selling the land at a higher price to government.

Eighthly, sell the land to government at a super marked up price.
( Example, buy at RM 2, sell at RM22 )

Ninethly, remember to reward the locals.
( Purpose : Shut their pie hole. Give them perhaps 1% of your returns )

Tenthly, escape from the party and return back to country of origin as a rich man.
